" Cameras stop traffic crooks "
A HI-TECH police operation to snare offenders
on north Hampshire's roads has been hailed a success.
More than 550 vehicles in Basingstoke, Hart,
Rushmoor and East Hants were stopped and 18 people arrested during a 13-day
blitz using video cameras with Automatic Number Plate Recognition (ANPR)
technology.
Seven officers from the Farnborough Roads
Policing Unit were involved in high-visibility patrols in the northern part of
the county, spending five days monitoring vehicles on Basingstoke roads.
The police cars used for the operation were
fitted with two video cameras to monitor traffic travelling in both directions.
The ANPR cameras detect and "read" number
plates which are then compared with information stored on a variety of databases
from police forces across the UK, as well as the DVLA.
When a plate linked to a vehicle wanted by
police is read by the camera, a loud alarm sounds and information detailing why
the car is wanted is displayed on a screen mounted on the police vehicle
dashboard.
Sergeant Spencer Wragg, who led the team,
said: "ANPR is such a good tool for us to use. We stopped just over 500 vehicles
during the operation and each camera would have read about 7,000 to 8,000 number
plates a day."
He added the technology was particularly
useful in areas close to county borders as information is automatically shared
between police forces. In total, seven arrests were made after police stopped
cars travelling in Basingstoke.
Sgt Wragg said: "One of the arrests came about
as the car came up as having no insurance. We stopped the driver and found he
was wanted for three outstanding offences from a long time ago.
"We had another car that came up as stolen. We
arrested the driver and found out the passenger was also wanted in London."
Sgt Wragg said that law-abiding members of the
public had nothing to fear from the cameras, which do not monitor vehicle
speeds.
He said: "The only vehicles that get
highlighted to us on the system are vehicles that are either uninsured, have no
tax or have some other police report or interest in them.
"The DVLA does its own tax enforcement, but
what we find is that if people aren't willing to pay for their tax disc, they
are quite often those who may be wanted in relation to other offences.
"The only people who should be concerned by
the cameras are those who are breaking the law to some degree, whether it's
having no tax disc or something more serious."
As well as the seven arrests, 13 vehicles were
seized in the Basingstoke part of the operation as a result of drivers having no
valid licence or insurance and 46 people received fixed penalty notices, or were
reported for summons in relation to having no MOT, driving while using a mobile
phone, having no insurance, or failing to wear a seatbelt.
