" Removing car number plates can lead to scrapping, says town
councillor "
Private car sellers hoping to avoid getting in
trouble by removing the number plates of vehicles for sale on the public
roadside are at even greater risk of having their cars scrapped, according to
Cllr John Butler.
Cllr Butler’s remarks come amid increased
reports of sightings of cars on public roadsides around Athlone with ‘for sale’
signs; however in a number of cases the cars’ registration plates have been
removed.
It is thought that the practice of removing
the plates is intended to avoid the car’s owner being traced and instructed to
remove the vehicle. However, Cllr Butler believes that car owners who leave
unidentifiable cars on roadsides are running the even greater risk of having
their car forcibly removed.
“If a car is for sale and has no registration
plates, and the Gardai confirm that the car is abandoned, then it can be
removed. Any car without registration plates can be removed,” explained Cllr
John Butler.
“Actually the most efficient way to get a car
taken away is to leave it with no number plates. If it has plates there is a
process to go through, the owner will have to be identified and contacted. If it
doesn’t have plates it can be taken and scrapped and the legal argument is that
it has been abandoned.”
2008 has seen an increase in the number of
unauthorised vehicles for sale on the public roadside, according to Edel Martin,
administrative officer with Athlone Town Council. “There has definitely been an
increase since the beginning of January. I notice it myself and there have been
a lot of reports. We monitor it on an ongoing basis,” she explained.
In May 2007 a policy for dealing with vehicles
for sale on the public roadside (in contravention of Section 71 of the Roads Act
1993) was proposed by members of Athlone Town Council. Members of the public
were encouraged to report sightings of unauthorised vehicles for sale, and the
policy has since been strictly implemented, both by Athlone Town council and
Westmeath County Council.
“Once any car is reported as being for sale on
a public roadside we put a sticker on the car and take the contact details. The
owner is given 24 hours to remove the car, and usually this is enough,”
explained Ms Martin.
“Removing the number plates would not have any
effect as we could still identify the person from the phone number and the car
is still stickered.”
If the car is not removed, a letter is sent to
the registered owner of the vehicle instructing him or her to immediately remove
it, and the location of the offending vehicle will then be re-inspected after a
letter has been issued. If the vehicle has not been removed the local authority
will arrange for its immediate removal and storage. However Ms Martin says that
this step is rarely necessary.
