" More groups want own specialty license plates "
Whether you are an Elvis Presley fan, a
supporter of schools or just love to fish for bass, there is a specialty license
plate for you.
Indeed, there are about 120 of them. But not
every fan or group has the license plate they want. That's why 15 local causes
or groups — so far — have asked the legislature to approve new tag designs this
year.
Groups that support a cause see direct and
indirect benefits from specialty plates. They raise money for their efforts and
raise awareness about an issue.
The Tennessee Arts Commission gets a portion
of the additional $35 cost for a specialized plate. Organizations with a cause
also receive a portion of the proceeds toward their efforts.
The Tennessee Civil War Preservation
Association is busy collecting the 1,000 pre-orders it needs by June to get a
plate to mark the 150th anniversary of the start of the Civil War in 2011.
For every Civil War sesquicentennial plate
that is sold, $15.62 would go to help preserve Civil War battlefields in
Tennessee.
The group accepts pre-orders on its Web site,
www.tcwpa.org.
Other groups seeking tags this year include
Autism Awareness, Mothers Against Methamphetamine and the National Rifle
Association.
"This is also one way to join others in
commemorating the upcoming sesquicentennial, and it brings awareness to people
about our state's own history," said Mary Ann Peckham, executive director for
the Civil War group.
Tags draw mixed reaction
Various groups submit proposals to create more
unique plates every year. Lawmakers deny or approve them.
Any individual or group can submit a new
license plate design for approval.
But there's a catch: 1,000 pre-orders are
needed before the plate gets manufactured. Groups have a year from the approval
date to get the needed number of orders.
Some tags never make it past the drawing board
because groups do not get enough signatures. Requests for a deadline extension
can be made. Three groups are asking the legislature for extensions this year.
Not everyone is in favor of the state having
dozens of official license plate designs.
Gov. Phil Bredesen criticizes the
proliferation of specialty plates. He also questions whether political speech
belongs on a license plate — a debate that arose out of the recently introduced
"Choose Life" license plate. The plate raises money to promote adoption and
offer services related to adoption, parenting skills and sexual abstinence.
Bredesen has let bills to approve new plate
designs become law without his signature in recent years. He has been asking
lawmakers to have more control over the plate program.
"I think we have too many specialty plates,"
Bredesen said. "I think they could be confusing to the police. It's not quite as
clear to identify the plates when you've got 150 of them, 200 images on them."
